No, MASTER Grades are 1/100 scale, as these scans from the manuals of various MGs(The first of which is MG #001) show quite clearly:

The 1/144 scale kits are HIGH grade, as clearly shown on the following few examples:

If you needed additional proof, here's a photo from dalong.net comparing a 1/144 HG to a cigarette pack, and next to it a photo of the MG of the same MS, compared to a pack of cigarettes.

Both photos are on approximately the same scale. Notice that the MG is about half again as tall as the 1/144.

I reiterate: MG model kits have always been 1/100 scale. Go to http://dalong.net and see for yourself, he's got every MG ever released.
