I don't know if you still need help with this or not, but do you just need help with the colors or do you also need help getting the image to look pixalated and have a poor quality?

What program do you use to edit images?

To get the different colors the person just put a square of each color in a new layer over the four pictures and set that layer to "color". Really easy :)

To get the poor image quality try experimenting with "Posterize" and "Equalize" (I am using Photoshop CS2 and I can't remember if earlier versions have those options).
