This is a tough one, but i think Ryu(ninja gaiden) is stronger.
He is a master of different weapons and is able to use ninjutsu. I also think that he is faster and stronger than Jin, eventhough Jin can transform into his Devil form. When you use him in the game, he can do all those crazy stunts and he can also one hit his enemies.
I also say this because Ryu has defeated various demons, which truthfully, looked as strong/stronger than Jin is.
