What programs do you have to work with?

My typical favorite is to use a "wand" tool to select a set of colors to remove (in Photoshop and/or Flash). The wand's tolerance can be adjusted to select more or less, but considering that pic you have is all very dark, it'd be tough that way most likely.

The best method for that one might be the "Magnetic Lasso" tool. You can use it to trace what you want to cut out and it sticks itself to the edges it finds as you go. Aside from that you could use a pen or line tool to outline what you want then cut it out.

hmm. I'd use quick selection tool. select whatever you want from lelouch with as few as you can from outside. cope+paste in new file with transparent background. New layer with white background, place it behind the pasted part with lelouch.Select the lelouch layer again and pick eraser tool,3/5 px diameter and start erasing big parts. After that, when you go to small parts and hair parts use strictly 1px eraser and sometimes 3px.When everything besides lelouch and the parts you want look white you're done.Delete the white layer and save as png. :)

Once you select the Magic wand tool, there should be a box on the top toolbar for "Tolerance." The number you put in there is roughly a "minimum pixel count" that the tool will select. The lower the number the less it will get, the higher it goes the more it will get. I usually work with it between 15-40 as needed.
